‘New’ menu is missing from lists and libraries within a SharePoint site

A user with permissions to be able to create items may find the ‘New’ menu missing from documents and libraries. The reason is that the backup process temporarily sets each site to read-only and should revert this once completed. Occassionaly a site can be left read-only.
 
First check whether the backup is still running. Check for a completed backup e-mail in the SharePoint.Project mailbox. If one has not been received the backup is still running.
 
If the backup has completed then the site collection lock status can be checked by logging onto one of the farm’s servers and running the following from a command prompt.
 
     stsadm -o getsitelock -url http://<fullsiteurl>
 
If the site is read-only it can be reset by running the following from a command prompt:
 
    stsadm -o setsitelock -url http://<fullsiteurl> -lock none
